Rate of Pay: $80,000 – $83,000
SUMMARY
The Director of Safety and Security is responsible for providing strategic direction, leadership and oversight in the development, implementation, and sustainment of CARTA’s Public Transportation Agency Safety Plan (PTASP) as well as leading the agency in the identification, assessment, analysis and solving safety and security issues
ESSENTIAL DUTIES AND RESPONSIBILITIES
Other duties may be assigned that are in keeping with the goals and objectives of CARTA.
Safety Management System Plan Development and Management:
- Assist in implementing the SMS Development Plan including the development of initiatives and programs to prevent injury, reduce and manage risk and assure compliance through actionable, sustainable, efficient, and effective SMS processes.
- Develop and manage an employee safety reporting program.
- Develop strategies and programs to ensure continuous improvement of the SMS including effective management of change to ensure that processes are in place for the control of changes and/or system modifications to CARTA.
- Provide supervisors with tools and resources to effectively direct the daily operations of employees to ensure safety policies and laws are followed.
- Coordinate with the agencies’ leadership in crafting and executing short and long-term strategies that build a culture of safety within the CARTA organization.
Monitoring and Reporting Safety Performance:
- Develop and track safety performance targets for compliance.
- Work with all departments to create and implement methods to assess and trend safety performance through leading indicators, data review, incident history, and audits.
- Develop and integrate safety messaging strategies to ensure safety and safety performance-related information is regularly communicated throughout the agency.
- Prepare monthly causal analysis reports of accidents and incidents and develop and implement strategies to positively impact problem areas and reduce risk.
- Establish standards for safety performance reviews; provide recommended strategies and solutions for improvements; help with the implementation of strategies/ solutions.
Stakeholder Engagement:
- Provide leadership and feedback to key stakeholders across the agency to drive results by leading them in the development of strategies designed to eliminate or reduce exposures and drive compliance with applicable standards.
- Coordinate and lead monthly safety meetings with key stakeholders across the agency to facilitate ongoing safety risk assessment and mitigation processes, safety hazard identification, and safety performance monitoring and measurement.
Training and Compliance Assurance:
- Work with the training department to ensure implementation of safety and security training initiatives.
- Work with the training department, ensure all safety and training manuals are current.
- Ensure workplace compliance with industry, state, and other company-related safety guidelines or rules.
- Direct and oversee routine safety audits/inspections as needed and/or requested including the inspection, review and tracking of agency equipment and machinery.
- Oversee the successful completion of all internal and external safety audits and inspections.
- Provide analysis of internal safety audits and accident statistical data; track compliance of corrective actions/resolutions.
- Advise agency on safety and job site safety compliance monitoring for contractors and subcontractors including the monitoring of location activity as needed or requested to ensure record keeping and reporting requirements are met.
- Ensure all accidents/incidents are investigated in a timely and accurate fashion and are documented properly.
Risk Mitigation:
- Develop strategies to reduce work-related accidents and/or occupational hazards.
- Evaluate, organize, initiate, and foster a positive safety culture throughout the agency.
- Maintain awareness of internal and industry-wide safety trends, developments, and best practices.
- Provide recommendations regarding safety issues emphasizing corrective actions to improve individual performance and in accordance with company policy and collective bargaining agreement.
EDUCATION AND/OR EXPERIENCE.
- Bachelor of Science in safety management or bachelor’s degree in a related field.
- 5+ years of work experience in safety or risk management or comparable experience.
- Experience working with local, state, and federal auditors.
- Demonstrated experience in risk assessment and development of risk management. controls and contingency plans.
