SUMMARY
The Human Resources Director at the Chattanooga Area Regional Transportation Authority (CARTA) is a strategic leader responsible for overseeing all HR functions within the organization. The HR Director will work closely with the executive team to align HR initiatives with CARTA’s mission, operational goals, and organizational culture. This role includes leading talent acquisition and retention efforts, employee engagement, regulatory compliance, performance management, and development of HR policies that support a diverse and inclusive workplace.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Other duties may be assigned that are in keeping with the goals and objectives of CARTA.
Strategic HR Leadership:
- Develop and implement a comprehensive HR strategy that aligns with CARTA’s operational objectives, focusing on talent acquisition, employee engagement, and organizational culture.
- Serve as an advisor to the executive team on all HR-related issues, supporting the agency’s growth and long-term vision.
Talent Acquisition & Workforce Planning:
- Lead the recruitment strategy to attract top talent, including designing and overseeing hiring, onboarding, and retention processes.
- Analyze workforce needs, identifying current and future staffing requirements and implementing effective talent acquisition and workforce development plans.
Employee Engagement & Culture Development:
- Oversee the development and implementation of employee engagement initiatives, including satisfaction surveys, engagement programs, and culture-building activities.
- Act as a cultural ambassador, promoting a collaborative, inclusive environment that supports CARTA’s values and enhances employee morale and retention.
Performance Management & Development:
- Implement performance management systems and processes that foster ongoing feedback, career development, and accountability.
- Design and manage professional development and training programs to equip employees with the skills needed for their roles and future growth opportunities.
Policy Development & Compliance:
- Ensure compliance with all federal, state, and local employment laws, including FMLA, ADA, and regulations specific to public transit agencies.
- Develop, update, and enforce HR policies and procedures, ensuring they reflect CARTA’s values, mission, and legal obligations.
- Oversee CARTA’s Drug-Free Workplace program, adhering to Drug-Free Workplace Act of 1988 guidelines.
Compensation & Benefits Management:
- Evaluate and oversee compensation and benefits programs to ensure they are competitive and support CARTA’s retention goals.
- Conduct regular wage analyses and manage benefits offerings in compliance with applicable laws and industry standards.
HR Analytics & Reporting:
- Develop metrics and reporting systems to measure the effectiveness of HR programs, providing data-driven insights and recommendations to the executive team.
- Manage HR data and analytics for reporting on workforce trends, employee turnover, and other key HR indicators.
HR Operations & Team Management:
- Oversee daily HR operations, ensuring efficient, consistent service delivery across all HR functions.
- Lead, mentor, and develop the HR team, fostering a culture of excellence, accountability, and continuous improvement.
QUALIFICATIONS:
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field; Master’s degree preferred.
- Experience: Minimum of 8-10 years of HR experience, with at least 5 years in a senior HR management role.
- Certifications: SHRM-CP, SHRM-SCP, PHR, or SPHR certification required.
- Knowledge & Skills: Strong knowledge of HR best practices, employment laws, and regulations, including ADA, FMLA, and public transit-specific regulations.
- Proven track record in developing and implementing HR strategies that support organizational goals.
- Excellent interpersonal, communication, and leadership skills with a demonstrated ability to work effectively with executive teams and cross-functional departments.
- Proficient in HRIS software and data analytics.
